Mercosur and Singapore: A New Path for Business, Products, and Opportunities

Since August 1, 2026, the Mercosur–Singapore Free Trade Agreement has been in force, creating new conditions for trade in goods between the two markets. The agreement also covers services, investments, e-commerce, and trade facilitation, strengthening the connection between Mercosur and one of Asia’s leading commercial and logistics hubs.
Singapore has granted tariff liberalization for all products exported from Mercosur, with immediate access upon the entry into force of the agreement. In practice, products originating in Mercosur can enter Singapore with import tariffs eliminated, provided they comply with the rules of origin established under the agreement.
Meanwhile, Mercosur’s market opening will be gradual. The bloc will grant tariff liberalization for 95.8% of tariff lines, representing 90.8% of the value currently imported from Singapore. Of this total, 25.6% of tariff lines will have duty-free access immediately. The remaining lines will be liberalized according to schedules of 4 years (12.5%), 8 years (40.9%), 10 years (15.1%), and 15 years (1.7%). Another 4.2% of tariff lines will be excluded from preferential treatment.
In practice, the agreement creates opportunities in both directions: for Brazilian exporters, the immediate elimination of tariffs in Singapore can increase the competitiveness of Mercosur products in this market; for Brazilian importers, the gradual reduction of tariffs can expand sourcing opportunities and make certain products and inputs from Singapore more competitive in the domestic market. To determine whether a product can benefit from the preferential treatment, it is necessary to verify its tariff classification, the tariff elimination category, and compliance with the rules of origin established under the agreement.
